SOUTHERN INDIANA ATHLETIC CONFERENCE
CONSTITUTION and BY-LAWS

ARTICLE I
Name
The name of this organization shall be the Southern Indiana Athletic Conference.
ARTICLE II
Purpose
The object of this conference shall be to foster and promote interscholastic athletics among all
IHSAA high schools who are members or who later become members of this conference.
ARTICLE III
Membership
Section 1 This conference shall be composed of member
schools who are duly admitted and in good standing. They are as follows:
Evansville Bosse, Castle, Evansville Central, Evansville Harrison, Evansville
Mater Dei, Evansville Memorial, Evansville North, Evansville Reitz.
Section 2 Membership will be limited to ten schools.
Section 3 Member schools shall participate in their class
in IHSAA football.
Section 4 Any school to be eligible for the awards of
this conference in any sport must take part in such number of contests as is
hereinafter set forth.
ARTICLE IV
Administration
Section 1 Management of the conference shall be vested in
a Board of Directors.
Section 2 The Board of Directors shall consist of the
principal and athletic director/business manager of each member school or
their duly appointed representative(s).
Section 3 The officers of this organization shall be a
president, vice president, (president elect) and secretary-treasurer. They shall
be chosen annually by a majority vote of the Board of Directors spring meeting
and shall take office the following July 1.
Section 4 The Board of Directors shall meet at least twice
annually - once in fall and once in spring.
Section 5 Business may be officially conducted at a Board
of Directors meeting when a majority of schools are represented.
Section 6 In addition to the officers, a steering committee
shall be elected to study proposals and determine the agenda for regular
meetings. The members of the steering committee shall consist of two
administrators and one representative for each boys' sport and one
representative for each girls' sport that the President and Board of Directors
recognize as feasible for the conference to sponsor. They will be elected for a
three year term at the spring meeting and take office July 1.

Principals' position on SIAC Steering Committee is to
be filled in alphabetical order beginning with present member (Memorial
representative). This will be a one-year term as the steering committee
administrator representative. This Principal will then move to the
Pres-elect position the following year assuming the Presidency of the SIAC
the third year. This alphabetical order shall be:
Memorial-North-Reitz-Bosse-Castle-Central-Harrison-Mater Dei.

The Athletic Director/ Business Manager representative
position on the steering committee is a two-year term and shall serve
through June 30, 2006. The alphabetical order shall be:
Bosse-Castle-Central-Harrison-Mater Dei-Memorial-North-Reitz.

The coaches membership on the steering committee (the
coaches representing each sport) shall be for three terms. Each member
school shall have at least one but no more then two coaches representing
various sports on the steering committee. IHSAA non-certified coaches are
not eligible for membership on the SIAC Steering Committee.
Section 7 Special meetings may be called at the
discretion of the President or upon request of a majority of the Board of
Directors.
ARTICLE V
Amendments
The Constitution of the organization or its By-Laws may be
amended by a two-thirds vote of the Board of Directors at any regular meeting
or special meeting provided that the proposed amendment has been submitted by
a Director to the Secretary not less than two weeks before the regular meeting
or special meeting. The Secretary shall submit any and all proposed amendments
to the member schools at least one week before the next meeting.
ARTICLE VI
Funds and Finances
Section 1 Dues: Each school shall pay to the treasurer of
this organization an annual fee of $100.00 on or before October 1.
Section 2 An expenditure of the secretary-treasurer in
excess of $50.00 shall be approved in advance by the president. The books of
the secretary-treasurer shall be audited annually by a committee appointed by
the President.
Section 3 All expenses are to be reviewed by the Board of
Directors at the Fall and Spring meetings.
Section 4 Special assessments may be levied by the Board
of Directors upon member schools.
ARTICLE VII
Contests
Section 1 This conference shall conduct such contests as
are hereinafter provided for in the By-laws.
Section 2 In all contests where champions are determined
competition is to be among member schools only.
Football
Section 1 In football the conference champion shall be determined by won
and loss record in conference games.
Section 2 In order to qualify for the conference championship, a member
school must play all other schools in the conference; the championship will be
determined by the best winning percentage.
Basketball: Boys and Girls
Section 1 In basketball the conference champion shall be determined by won
and loss record in conference games.
Section 2 To qualify for a championship, each school must play all
other schools in the conference.
Section 3 If a school schedules more than one game with another
conference school, the results of the first regular season scheduled game will
count toward the championship.
Track: Boys and Girls
Section 1 Track and field meets shall be held annually to determine a
champion.
Section 2 Individual ribbons shall be provided for the first six (6)
finishers in each event by the host school.
Baseball
Section 1 In order to qualify for the championship, each school must play
all other schools in the conference twice (excluding tournaments). The
conference championship will be determined by the best winning percentage.
Section 2 Conference schools may play member schools more than twice a
year, but only the first two non-tournament contests played will count toward
the final conference standings.
Golf: Boys and Girls
Section 1 A conference tournament will be held to determine a champion,
the tournament to be held preceding the sectional golf meet.
Section 2 Only conference members are eligible to participate in this
meet.
Section 3 Individual ribbons shall be provided by the host school for
the first ten (10) finishers.
Section 4 If, upon counting the scores of the four golfers, per team, a
team tie exists, the fifth players scores are figured to break the tie. If a
tie still exists, split the points for final team standings.
Cross Country: Boys and Girls
Section 1 The conference cross country meet, to determine a champion,
shall be held in October.
Section 2 Only conference members are eligible to participate in this
meet.
Section 3 Individual ribbons shall be provided by the host school to
the first three teams - seven team members in both boys and girls races.
Tennis: Boys and Girls
Section 1 A conference tennis tournament shall be held annually to
determine a champion.
Section 2 The conference tennis tournaments shall be conducted
according to USTA rules and allow for the seeding of two players for the
conference tennis tourneys. These two seeded players will be placed in
positions one and eight on the draw sheet. A flip of the coin will determine
whether seeded player #2 is placed in the remaining position (one or eight).
The remaining six players will be drawn by lot to fill lines two through seven
on the draw sheet.
Section 3 The conference tennis tournament will be conducted with a
back draw format. First round losers will go to the back draw which follows
the same format as the main draw. The tournament host will provide draw sheets
showing the match numbers in the main draw and in the back draw.

Section 5 The host school will provide individual ribbons for the
first four (4) finishers in each class.
NOTES: Those players receiving byes must win their second round matches
in order to receive the round 1 point.
Ranking: A ranked entry list must be sent to the host school by Friday
prior to tournament week.
Player Positions: The position of players in the tournament must be in
accordance with the following: No player may play in either the singles or
doubles category below another player of lower rank.
Seeding: Seeds will be made on the basis of ability in each singles and
doubles category. When the ability of two or more players are equal, the
following criteria will be used to determine seeds:
- Record against common opponents or head to head competition
- Returning champion or runner-up in the same category
- A contestant with an exceptional record against acknowledged strong
opposition.
- A contestant with best over-all record.
- A vote by all head coaches present at seeding meeting.
Wrestling
Section 1 A conference wrestling meet shall be held annually to determine
the championship.
Section 2 The SIAC Wrestling Tourney will be a seeded double
elimination tourney (to third place). Procedures for the seeding meeting will
follow the I.H.S.A.A. guidelines as printed in the annual December bulletin,
e.g. no wrestler entered in one weight class shall move into another weight
class on the day of the tourney, with the exception that there is no required
number of matches or weigh-ins to be eligible at a given weight class.
Section 3 Individual ribbons shall be provided by the host school for
the first four (4) participants who score team points.
Volleyball
Section 1 The conference champion is to be determined by win and loss
record in conference matches.
Section 2 To qualify for the championship, each school must play all
other schools in the conference.
Section 3 The conference champion will be determined on a percentage
basis of conference games.
Section 4 If a school schedules more than one match with another
conference school, the results of the first dual match will count toward the
championship.
Soccer: Boys and Girls
Section 1 The conference championship is to be determined by win and loss
record in conference games.
Section 2 To qualify for the championship, each school must play all
other schools in the conference.
Section 3 The conference champion will be determined on a percentage
basis of conference games.
Section 4 If a school schedules more than one match with another
conference school, the results of the first game will count toward the
championship.
Section 5 The IHSAA overtime option will not be used for regular season
games. The IHSAA overtime option is to be used only for tournament situations.
The IHSAA option is as follows: Two seven-minute overtime periods (no sudden
death) each played the total seven minutes. If score still tied, the game will
be decided by penalty kicks.
Section 6 JV soccer matches will consist of two 35 minute halves.
Swimming: Boys and Girls
Section 1 A conference swim meet shall be held annually to determine a
champion.
Section 2 Only conference members are eligible to participate in this
meet.
Section 3 Individual ribbons shall be provided for the first six (6)
finishers in each event by the host school.
Conference Tournament Cancellations:
In the event that a conference tournament is cancelled because of
inclement weather or other unforeseen circumstances, the conference
championship will be determined on the win-loss record percentage of regular
season matches/meets played.
Team Championship Award:
Section 1 Each member school shall purchase a plaque from the conference
to display championships won by the school, including freshmen level
tournaments.
All Sports Trophy:
A conference All Sports trophy will be determined according to the
following plan.
Section 1 The following recognized sports will be pointed as follows:

Section 2 At the conclusion of the season in each sport the
conference standing will be used to determine points for the all sports
trophy. In the event of a tie for the conference Championship, co-champions
will be named. In the event of a tie in the standings, place points will be
split evenly.
Section 3 In baseball, basketball, football, volleyball and softball
the champion and standings thereafter will be used.
Section 4 In sports where a conference tourney or meet determines a
champion, the meet or tourney results will also determine other point
standings.
Section 5 At the conclusion of the school year the aggregate points in
all sports may be presented to the trophy committee and the All-Sports Trophy
will be awarded to the winning school.
Alcohol, Tobacco and Drugs
Section 1 The SIAC strictly prohibits the use of alcohol, drugs and
tobacco in any form at any conference activity.
Game Tapes (Scouting)
Section 1 NO Conference school will be allowed to give game tape(s) of
conference schools to non-conference opponents for scouting purposes during
the IHSAA play-off series except as required by the IHSAA in the football
tourney format.
